权重可下载、但许可证未必算「开源」。它是介于开源与闭源之间的第三种形态。Weights you can download, but a license that may not qualify as 'open source' — a third form between open and closed.
开放权重指模型权重可公开下载，但许可证常附带限制条款。
「开源」的严格定义来自 OSI《开源定义》十条准则，含源码可得、不得限制使用领域。
OSI 官方明确认定 Llama 3.x 的社区许可证不符合开源定义。
学界与 OSI 通常把 Llama 这类许可称为开放权重。英文叫 open weights，不叫 open source。
